The Statewide Design and Engineering Services Division of the State of
Alaska is currently recruiting for a Cultural Resource Manager. The
Cultural Resource Manager will ensure Department of Transportation and
Public Facilities (DOT&PF) projects comply with state and federal
historic preservation laws as they pertain to archaeological resources.
To be considered for this position, candidates must possess a bachelor's
degree from an accredited college in an environmental, physical,
biological, or natural science, engineering, planning, natural
resources, or public or business administration. And have two years of
professional experience evaluating the potential environmental and
socio-economic impacts of construction projects; preparing environmental
documentation; and determining, negotiating, and monitoring permitted
activities.
Primary duties will include:
- Providing technical and planning assistance to regional
environmental staff and consultants to ensure compliance;
- participating in early project planning; identification of
projects needing archaeological surveys/investigations;
preparation/review of consultant scopes of work;
- developing and reviewing research designs and mitigation
proposals;
- conducting rapid assessment surveys, authoring reports of those
surveys to include evaluation of resource significance with
recommendation of eligibility and effect;
- approving survey reports and other research documents prior to
submittal to the State Historic Preservation Office (SHPO);
- preparing and reviewing finding of eligibility and effect letters
to the SHPO. Working with the Environmental Program Manager (EPM),
Statewide Environmental Manager, SHPO, Federal Highway
Administration and the Federal Aviation Administration to develop
and implement process procedures that streamline the DOT&PF
archaeological resources identification and evaluation procedures;
- annually reviewing upcoming projects identified in the Statewide
Transportation Improvement Plan (STIP) and making preliminary
recommendations to the EPM and regional environmental manager on
those projects that will or likely require an archaeological
survey;
- working with the regional environmental staff to establish the
project specific "Area of Potential Effect" (APE); and
- working with the EPM to organize and provide Section 106
compliance and cultural resource training.
