The 2nd Thorvald Stoltenberg Symposium, "Research as a Basis for Cross
Border Business and Competence Development," will be held 1-2 October
2007 in Kirkenes, Norway. Hosted by the Barents Institute, Municipality
of Sor-Varanger, and the Barents Secretariat, the seminar will focus on
cross border cooperation and how research and increased knowledge can be
a foundation for development of industry, trade, tourism, and culture.
The seminar commemorates the 20th anniversary of Mikhail Gorbachev's
path-breaking Murmansk speech in which he proposed extensive disarmament
in the Arctic, invited discussions on a new policy of joint industrial
development and international research cooperation in the Arctic, and
envisioned a transformation of the North from a heavily guarded
militarized zone to a ground where common interests of northern
countries, not least the Scandinavian ones, should be articulated in
open negotiations and implemented by all arctic nations towards common
goals of peace, development of economic growth and commerce,
environmental protection, extended rights for indigenous peoples, and
improved life-quality for all northerners.
