BACKGROUND
The Institute of Social and Economic Research is a public policy
research institute within the College of Business and Public Policy
(CBPP) at the University of Alaska Anchorage with a budget of between $2
and $4 million and about 30 faculty and staff. UAA is the largest public
institution of higher learning in Alaska, serving 22,000 students and
offering graduate, baccalaureate, and associate degrees. Since 1961 the
Institute has been in the forefront of defining, analyzing, and
disseminating information on the important public policy issues
confronting the state of Alaska.
QUALIFICATIONS
A Ph.D. or equivalent in an appropriate discipline or profession;
experience in managing research programs, raising funds for public
purposes, building collaborative relationships with the community, and
conducting and managing empirical public policy research and analysis;
and college level teaching experience is required.
Background in multi-disciplinary public policy research and analysis
with experience in management, program planning, development, and
administration, interactions with policy makers and the general public,
and working with funding agencies and organizations to develop external
program support is preferred. An active public policy research agenda;
research or analysis experience with public policy issues related to
Alaska; experience with complex public policy issues, organizations and
systems; public sector management or administrative experience;
community service related to university programs; experience leading
collaborative working relationships; and knowledge of the philosophy,
mission, and organization of a state university system is preferred.
Desirable attributes include leadership in defining public policy
research agenda and in fostering academic-private/public relationships;
strong communications skills including the ability to effectively
represent the public policy research agenda to public and policy makers;
commitment to excellence in research, higher education, and cultural
diversity; ability to work successfully in an interdisciplinary setting
to foster collegial and collaborative working relationships; effective
organizational, managerial, and supervisory skills; understanding of
Alaska public policy issues; skills in staff and program development;
and imagination, vision, and integrity.
RESPONSIBILITIES:
Sixty percent of time is devoted to directing and managing the research
program of the institute and the remainder allocated to research,
service, and teaching in the appropriate discipline. The institute
studies economic and social change in Alaska and neighboring regions;
identifies and defines the important public policy issues facing Alaska;
disseminates economic, demographic, and social information; and assists
public institutions and private businesses facing the challenges of
development in the 49th state. Particular responsibilities of the
director include identifying and developing research agendas,
supervising personnel and managing other resources, working with public
and private sector clients, and ensuring the continued fiscal strength
of the Institute.
